I call this the Pincher Bodkin because that's what it does: it pinches and holds the fabric, cord or ribbon so it's really easy to run through a casing. To work it, just grab the fabric at the open end and hold closed. Slide the little ring down the shaft of the bodkin until the fabric is held tightly. Use this to put that errant cord back in the casing of a laundry bag, or elastic into the waistband of a child's skirt or pant. It's a basic tool for the sewing box and extremely handy to have on hand by the sewing machine. It's great as a little gift for your sewing and stitching friends, too!
